The State Research Programme “Digital Humanities and Social Sciences” for 2026–2029 has been approved in accordance with Cabinet Order No. 365 of 16 June 2026, “On the State Research Programme ‘Digital Humanities and Social Sciences’ for 2026–2029”, as amended by Cabinet Order No. 471 of 6 August 2026, “Amendments to Cabinet Order No. 365 of 16 June 2026 ‘On the State Research Programme “Digital Humanities and Social Sciences” for 2026–2029’” (hereinafter, the Cabinet Order). Under the Cabinet Order, the Ministry of Education and Science has been designated as the institution responsible for the implementation of the programme.
To achieve the programme objective, the following task has been set:
To develop and adapt digital infrastructure for the humanities and social sciences, conduct research based on such digital infrastructure, and develop recommendations tailored to target groups.
This task encompasses the following research directions:
- Develop solutions for establishing, maintaining, and renewing priority digital infrastructure for the humanities and social sciences, including the development of a prototype tool for structuring user needs-based language resources and language-use data to support the provision of high-quality language consultations and linguistic expertise for society, research, language resource development and enhancement, as well as the development of language technologies.
- Ensure the sustainable development of digital lexicographic resources by carrying out semantic and stylistic differentiation of dictionary entries, integrating explanations of sector-specific terminology, and creating an inter-resource linking system based on the current regulatory framework and actual language use.
- Analyse the use of linguistic means in digital media and social networks for creating messages that either threaten or promote Latvian statehood and culture, as well as assess the content of these messages, their authors, and the events reflected therein. Based on the research results, formulate scientifically grounded recommendations for strengthening the resilience of the state and society under conditions of information and psychological threats.
- Develop digital resources for the Livonian language, the Latgalian written language, and various Latvian dialects spoken in the eastern border regions, including educational resources for children and young people, as well as Latgalian-Latvian and Latvian-Latgalian machine translation tools, while ensuring their suitability for the development and application of language technologies.
- Provide scientifically, legally, and technologically grounded recommendations for improving the regulatory framework governing access to language and cultural resource collections, as well as the conditions for their retrieval and opening.
Within the framework of the call, one project is planned to be funded. To ensure the implementation of the task specified in Paragraph 6 of the Cabinet Order, the total funding available is EUR 1,217,724.00 (one million two hundred seventeen thousand seven hundred twenty-four euro and 00 cents).
The project implementation period is 34 months, commencing from the date on which the project implementation agreement enters into force.
The deadline for submission of project applications is 23 September 2026 at 17:00 (EEST).
