The Latvian Council of Science will hold an online information seminar on 9 September 2026 at 10:00 on the preparation, submission, evaluation, and funding of project applications for the State Research Programme “Digital Humanities and Social Sciences” for 2026–2029.

The aim of the seminar is to inform potential project applicants about the competition conditions, provide consultations, and offer other methodological support.

    About the Project Competition

    Based on Paragraph 17 of Cabinet Regulation No. 560 of 4 September 2018, “Procedures for the Implementation of State Research Programme Projects”, the Latvian Council of Science has announced an open call for project applications under the State Research Programme “Digital Humanities and Social Sciences” for 2026–2029.

    The programme was approved in accordance with Cabinet Order No. 365 of 16 June 2026, “On the State Research Programme ‘Digital Humanities and Social Sciences’ for 2026–2029”, as amended by Cabinet Order No. 471 of 6 August 2026. The Ministry of Education and Science has been designated as the institution responsible for implementing the programme.

    The task of the programme is to develop and adapt digital infrastructure for the humanities and social sciences, conduct research based on this infrastructure, and develop recommendations tailored to target groups.

  • The task includes the following research directions:

    • Develop solutions for the creation, long-term maintenance, and renewal of priority digital infrastructure in the humanities and social sciences. This includes the development of a user-needs-based prototype tool for structuring digital language resources and language-use data in order to provide high-quality language consultations or linguistic opinions to the public, support research, develop and improve language resources, and create language technologies.
    • Ensure the sustainable development of digital lexicographic resources by carrying out the semantic and stylistic differentiation of dictionary entries, integrating explanations of sector-specific terminology, and creating a system for linking resources based on current regulatory requirements and language-use practices.
    • Analyse how linguistic means are used in digital media and social networks to create messages that either threaten or promote Latvia’s statehood and culture, as well as assess the content of these messages, their authors, and the events reflected in them. Based on the research results, formulate scientifically grounded recommendations for strengthening the resilience of the state and society under conditions of informational and psychological threats.
    • Develop digital resources for the Livonian language, the Latgalian written language, and various eastern border dialects of the Latvian language, including learning resources for young people and children and a Latgalian–Latvian and Latvian–Latgalian written language machine translation tool, as well as ensure that these resources are suitable for the development and use of language technologies.
    • Provide scientifically, legally, and technologically grounded recommendations for improving the regulatory framework regarding access to collections of language and cultural resources, as well as the conditions for their retrieval and opening.
    • The competition plans to fund one project. The total state budget funding allocated for the implementation of the programme task is €1,217,724.
    • The project implementation period is 34 months, starting from the date on which the project implementation agreement enters into force.
