The European Commission invites representatives of the science, innovation, and business ecosystem to provide their views on the review of the European Institute of Innovation and Technology (EIT) Regulation and the EIT Strategic Innovation Agenda.
EIT is an important part of the European Union (EU) innovation ecosystem, bringing together education, research, and entrepreneurship. The planned review of the programme aims to improve the EIT operating model so that it can more effectively promote Europe’s competitiveness, technological sovereignty, green and digital transitions, and economic resilience.
The European innovation ecosystem, including the development of the EIT, continues to be hindered by fragmentation, uneven access to funding, and difficulties in turning research and knowledge results into commercial and scalable innovations. The EIT review aims to address these challenges while improving the financial sustainability, operational efficiency, and governance of the Knowledge and Innovation Communities (KICs), increasing the EIT’s ability to adapt to EU priorities, and reducing overlap with other EU innovation support instruments.
Interested parties are invited to provide their views on several issues:
- The role of the EIT in strengthening European competitiveness. Do the identified problems and challenges reflect the situation in practice? Which EIT and KIC activities have so far made the greatest contribution to strengthening European competitiveness, and which should be maintained or further developed in the future?
- Attracting talent, innovators, and entrepreneurs. How could the EIT and its KICs help make Europe more attractive to talent, researchers, innovators, and entrepreneurs, while strengthening Europe’s long-term innovation capacity?
- Cooperation with other EU instruments. How can cooperation between the EIT and KICs and other EU innovation and funding instruments, including Horizon Europe and the European Competitiveness Fund, be improved to ensure complementarity and avoid overlap and duplication?
- Funding, implementation, and governance. What changes to the EIT funding and implementation model could reduce administrative complexity, improve flexibility and governance, while at the same time strengthening support for innovation ecosystems, entrepreneurial skills, and early-stage innovation? How can compliance with the EU’s financial interests and ethical requirements be ensured at the same time?

Representatives of Latvia’s science, innovation, education, and business ecosystem are invited to take the opportunity to share their views on the future development of the EIT and its role in the European innovation ecosystem.
